Raynor is feeling guilt over the disappearance of Sara Kerrigan (some events occurred in the previous game, but enough exposition is given through cut-scenes and voice-overs that new players can follow along readily), and as the story unfolds, he hopes he might be able to enjoy something of a redemption arc. Jim Raynor is a bitter and cynical human who is concerned that the Terran Dominion has become too powerful, neglecting inter-species watchfulness in favour of subduing and stamping out their enemies.
